NIWR Presses Equal Opportunity Conditions on Charter-Cox Merger in California

On July 25, 2026, NIWR filed comments with the California Public Utilities Commission arguing that in light of Charter’s capitulation to the FCC, the CPUC needed to impose conditions to help ensure equal opportunity compliance or risk allowing discrimination to flourish at the new company. The filing follows NIWR’s June 11, 2026 reply comments on the proposed settlements in the same proceeding, in which NIWR also asked the Commission to require a senior equal-opportunity officer with genuine organizational authority and biennial pay equity audits with remediation.

This effort continues NIWR’s work in the March 12, 2026 joint comment with LatinoJustice PRLDEF before the New York Public Service Commission, which raised the same equal-opportunity concerns about the transaction, and builds on the prior work of NIWR and other organizations in successfully encouraging the California Public Utilities Commission to condition the Verizon-Frontier merger on robust worker equity commitments—the standard NIWR asks the Commission to apply to Charter’s and Cox’s workers here.
